Quebec Immigration
Skilled Worker Program
Quebec-selected skilled workers have the skills, education and work experience needed to make an immediate economic contribution to the province of Quebec and establish themselves successfully as permanent residents in Canada.
Quebec Skilled Workers / Professionals are not assessed based upon the selection factors of the Federal Skilled Worker Program. Citizenship and Immigration Canada acknowledges the selection of applicants who meet Quebec immigration selection criteria.
To qualify for a Quebec Selection Certificate, Skilled Worker / Professional applicants must score enough points under the Quebec Immigration selection system below. a single applicant must score a minimum of 59 points. An applicant with a spouse or common-law/conjugal partner must score at least 68 points.
The Quebec Immigration selection factors may be summarized as follows:
Training Up to 29 points (Cutoff Score = 2 points)
Validated Employment Offer Up to 10 points
Experience Up to 9 points
Age Up to 18 points
Language Proficiency Up to 22 points
Stay and Family in Quebec Up to 9 points
Spouse's Characteristics Up to 18 points
Children Up to 8 points
Financial Self-Sufficiency 1 point (Cutoff Score = 1)
Adaptability Up to 8 points
Quebec Skilled Worker / Professional applicants must then successfully complete medical and security examinations conducted by the Canadian government in order to be granted a Canada Immigration (Permanent Resident) Visa.
Quebec Self-Employed Business Immigration:
The Quebec Self-Employed category was designed to allow qualified individuals the opportunity to obtain a Canada immigration (Permanent Resident) Visa provided that they can effectively establish themselves in the Province of Quebec by practicing a trade or profession for their own account.
The eligibility criteria for this program is :
- come to Québec to create your own job by practicing a profession or trade on your own account.
- You should have net assets of at least C$100,000 that have been legally obtained with, where applicable, your married or common-law spouse provided he or she is accompanying you
- Should have at least two years of experience as a self-employed worker in the profession or trade you plan to practice in Québec.
The application will also be assessed on following factors:
- your and your spouse age, where applicable
- the nature and duration of your respective professional training
- your language skills
- your personal qualities and your knowledge of Québec.
Quebec Entrepreneurs program
To be eligible for this program, you must:
- have net assets of at least C$300,000 that have been legally obtained with, where applicable, your married or common-law spouse provided he or she is accompanying you.
- have at least two years' experience in running a business acquired during the five years preceding the date you submitted your application in a lawful and profitable business (agricultural, industrial or commercial) that you manage, alone or with your accompanying spouse or common-law spouse, controlling at least 25% of the capital equity.
- present your application in one of the following program components:
- Ability to carry out a business project component: submit a business project with the purpose of creating or acquiring a business in Québec that you will
manage yourself or that you will participate in as management and operations partner on a daily basis. You must control, alone or with your accompanying spouse or common-law spouse, at least 25% of the capital equity with a value of at least C$100,000.
- Acquisition of a business in Québec component: have acquired in Québec, alone or with your accompanying spouse or common-law spouse, at least 25% of capital equity in a business (agricultural, commercial or industrial) with a value of at least C$100,000. You must manage the business yourself or participate in it as management and operations partner on a daily basis.
The application will also be assessed on following factors:
- your age and your spouse age, where applicable
- the nature and duration of your respective training
- your language skills
- your personal qualities and your knowledge of Québec.
- The steps taken to acquire a business in Québec or your ability to carry out a business project will be the key element in your assessment.
In addition, upon your arrival in Québec, you must comply, for at least one year during the three years after obtaining permanent resident status, with the following conditions:
- create or acquire, in whole or in part, an agricultural, commercial or industrial business established in Québec where you hold at least 25% of the capital equity with a value of at least C$100,000 and which will employ, on a permanent basis and for a minimum of 30 hours a week, a Québec resident other than yourself and accompanying family members. The agricultural entrepreneur is immune from the obligation to create or maintain full-time employment;
- participate in the daily management and operations of the business.
